The ACCC has granted authorisation to enable a group of Queensland councils to engage in collective tendering for recyclables processing services. Authorisation has been granted until 30 January 2041.

The participating councils are Gladstone Regional Council, Rockhampton Regional Council, Livingstone Shire Council, Central Highlands Regional Council and Banana Shire Council.

The ACCC considers that the collective  tendering is likely to result in public benefits from improved environmental outcomes, transaction cost savings, economic efficiencies and increased competition for contracts to provide recyclables processing services. The ACCC considers that the collective tendering is likely to result in minimal, if any, public detriment.
