Description of Conduct

The Australian Retail Credit Association (ARCA) has sought authorisation on behalf of itself and current and future signatories in relation to the establishment of a standardised system for exchanging credit liability information between credit reporting bodies and credit providers called the Principles of Reciprocity and Data Exchange (PRDE).

ARCA sought authorisation in relation to provisions of the PRDE that fall into the following categories: Reciprocity Obligations, Consistency Obligations and Enforceability Provisions. ARCA has developed these principles following amendments to the Privacy Act which allow a much broader range of consumer credit information to be collected and exchanged. The PRDE only applies to consumer credit information and credit reporting information.

Authorisation was sought for 5 years.

On 17 July 2015 the ACCC issued a draft determination proposing to grant authorisation to ARCA for 5 years. A copy of the draft determination is available by following the links below.

On 3 December 2015 the ACCC granted authorisation to ARCA for five years, for the Reciprocity Obligations, Consistency Obligations and Enforceability Provisions of the PRDE until 25 December 2020.
