Description of Conduct
The original NEC contained a moratorium on transmission payments across regional boundaries until a national transmission pricing methodology was developed and implemented. A new methodology, which had been expected to apply by 1 July 2003, has been delayed by the work of the Ministerial Council on Energy. The inter-regional settlements agreements application extends the current provisions of the code (cl 3.6.5) until 1 July 2006.
