Description of Conduct
TLS Association Pty Ltd is a representative association for Telstra Licenced Shop licensees, which will soon be restructured as TLA Australia Ltd (collectively, TLA). TLA's membership represents around 62% of Telstra Licenced Shop outlets. TLA has applied for authorisation to collectively bargain on behalf of its current and future members with suppliers of Telstra Licenced Shops. Participation in the collective bargaining is voluntary and TLS Association Pty Ltd has an existing authorisation covering broadly the same conduct which expires on 18 March 2016.
On 18 February 2016, the ACCC released a draft determination proposing to grant authorisation for 10 years. Submissions in response to the draft determination should be lodged by 4 March 2016. The ACCC also granted interim authorisation to enable the Applicants to continue to collectively bargain on behalf of its members while the ACCC completes its assessment.
On 24 March 2016, the ACCC released a final determination granting authorisation to the applicants for 10 years.
