Description of Conduct

On 14 September 2021, the ACCC received an application for authorisation from WA Primary Health Alliance (WAPHA) on behalf of itself, Participating Primary Health Networks (PHNs) and all other PHNs who are eligible to become a Participating PHN. WAPHA sought authorisation to negotiate and enter into contracts with participating PHNs to provide support services relating to the use of the to-be-developed ‘Primary Sense 2’ data extraction tool by Participating PHNs as well as on-boarding GP Clinics in each PHN region to transition to its use, and provide associated management and support services (the Proposed Conduct).

On 17 December 2021, the ACCC issued a draft determination proposing to grant authorisation for 5 years. The ACCC also granted interim authorisation to allow the Participating PHNs to jointly fund the upscaling and development of Primary Sense 2 while the ACCC considers the substantive application.

On 25 February 2022, the ACCC granted authorisation for the Proposed Conduct until 19 March 2027.
