Competition analysis

Gange is not a taxi depot operationer. Therefore it was considered that little if any horizontal aggregation would occur as a result of this proposed merger. For example, the merger would result in no increased market concentration for taxi depot services in the Melbourne metropolitan region, and no increase in market concentration in relation to the provision of radio booking services to taxi operators in the Melbourne metropolitan region. Similarly, no increased market concentration in the provision of pre-booked taxi services would result from the proposed merger.

Any competition implications that may arise would most likely be vertical in nature, most particularly across taxi operations and taxi depot operations (including radio despatch services). However market inquiries indicated that a vertically integrated Gange/Silver Top would most likely continue to provide non-discriminatory services to stand-alone taxi operators, or else it may risk loosing those operators to other taxi depots operating in Melbourne.
