The Commission noted that the proposed acquisition would result in the removal of a vigorous and effective competitor but considered that the proposed acquisition would be unlikely to substantially lessen competition in the market.

Specifically, the Commission found that there are a number of alternative publications providing advertising space across each of the main categories of advertising appearing in Quokka. In addition, the Commission found that although there are sunk costs associated with establishing a new publication, there is a record of recent effective entry and expansion suggesting that barriers to entry and expansion are relatively low.
