The ACCC did not consider it necessary to come to a definitive view with respect to market definition for the purposes of its assessment of the proposed acquisition.

Competition analysis

The ACCC formed the view that the proposed acquisition was unlikely to substantially lessen competition in any relevant markets. In reaching this view, the ACCC noted that:
- the merged entity would continue to be competitively constrained by existing competitors, including Boral and Adelaide Brighton; and
- the merged entity's incentives would not be significantly altered as a result of the proposed acquisition.
