Sending invoices for unsolicited, unauthorised advertising to businesses throughout Australia.

Undertakings were given:

• to title documentation sent as part of the attempted selling or sale of advertising as `Advertising Proposal' and clearly state that no obligation to pay has arisen;
• to obtain written authorisation, or a tape recorded verbal agreement to advertise, prior to requesting payment; to keep records of all authorities to advertise for seven years and make these records available for inspection by Commission staff on request; and
• to inform prospective clients of the minimum distribution of the magazines in which the advertising is being sold.
