The Australian Competition and Consumer Commission today issued its first Electricity Regulatory Report covering the financial and operational performance of transmission network service providers in the National Electricity Market.

The report details the performance of Powerlink, TransGrid, SPI PowerNet, VENCorp and ELectraNet for the 2002/03 reporting year.
"The revenues of Energy Australia were also regulated by the ACCC in 2002/03", ACCC Commissioner, Mr Ed Willett, said. "However, as Energy Australia did not provide consent to disclose information, its details were not included in this report. The ACCC will have further discussions with Energy Australia regarding publication of information.

"Today's report represents a milestone in the regulation of transmission networks in Australia. The networks provide information to the ACCC annually which the ACCC believes should be published for the public benefit as it will increase transparency about their performance.

"The report focuses on the revenue and expenditure performance of the networks, as well as performance against the ACCC's service standards. For example, information is presented on their profitability and investment outcomes, comparing actual capital and operating and maintenance expenditure with forecasts".

In publishing the report, the ACCC took into account confidentiality considerations and comments from the transmission networks.
