On 22 June 2017, the ACCC issued a draft determination that Semaphore should be an exempt service provider at Osborne Berth 1, Inner Harbour, Port Adelaide. The ACCC invited submissions from interested parties on its draft determination. The closing date for submissions was Friday 7 July 2017.
