The ACCC issued a draft final report about the service description for a Layer 2 bitstream service on 24 November 2011. Because the Layer 2 bitstream service declaration cannot be varied or revoked under current legislation, the ACCC held a final consultation before the declaration came into effect.
ACCC draft report
This declaration of a Layer 2 bitstream service covers the ‘last mile’ fibre to residences and small business on networks that are not owned by NBN Co. It only applies to services supplied using a designated superfast telecommunications network used to supply a Layer 2 bitstream service, where the download transmission data rate is normally 25 Mbps or higher. It does not apply to the NBN or to wireless or satellite networks.
