Consultation paper 7 Dec 2022

The ACCC has published a consultation paper on the development of a record keeping rule for NBN Co regarding its service quality and network performance.

When finalised, the record keeping rule will support the ACCC’s regulatory functions including:

  • public reporting on NBN service quality and network performance, and
  • in the future, that of other superfast broadband networks.

To help us develop the record keeping rule, we have published the consultation paper below and are seeking submissions by 10 February 2023.

After considering submissions to the consultation paper, we'll develop and publish a draft record keeping rule for NBN Co for consultation in 2023.

Following this, we propose to develop similar rules for larger Superfast Broadband Access Service (SBAS) networks.

As the record keeping rule developed for NBN Co will inform our consideration of a record keeping rule for SBAS providers, we encourage providers and retailers that use SBAS networks to provide submissions to the consultation paper. The ACCC will consult SBAS providers and other stakeholders in 2024 on the development of a record keeping rule for SBAS networks.
