On 22 November 2021, the ACCC provided a report to the Treasurer as part of its inquiry into the prices, profits and margins in the supply of electricity in the National Electricity Market (NEM). The ACCC published the report on 13 December 2021.

As part of our inquiry, we are examining the underlying cost components and their relative contributions to the effective average price for retail electricity customers in the form of a ‘cost-stack’. ‘Cost-stack’ data comprises wholesale electricity costs, network costs, environmental and green scheme costs and retail costs and margins.

This report presents an analysis of cost stack data collected from electricity retailers using our compulsory information gathering powers for 2019–20 and 2020–21 in Victoria, New South Wales, South Australia, south-east Queensland, Tasmania and the Australian Capital Territory. It extends our analysis of retailers’ costs in supplying electricity to customers in the NEM, which was presented two years ago in our November 2019 report.
