On 25 June 2015 the ACCC granted exemptions for Emerald’s Melbourne Port Terminal and GrainCorp’s Geelong port terminal under the mandatory code on bulk wheat terminal access. The ACCC did not grant an exemption for GrainCorp’s Portland port terminal at this time.

On 16 August 2023, Louis Dreyfus Company notified the ACCC that following its acquisition of Emerald Grain Pty Ltd and all its subsidiaries, it had renamed Emerald Logistics Pty Ltd (the exempt port terminal service provider at the Port of Melbourne) as Louis Dreyfus Company Grains Logistics Australia Pty Ltd. 

The Wheat Port Code of Conduct commenced on 30 September 2014. The code regulates bulk wheat port terminal operators to ensure that exporters have fair and transparent access to terminal facilities. The code allows for regulation to be reduced at ports where appropriate. The ACCC may exempt a port terminal service provider from certain provisions of the code in relation to a specific port terminal facility.
