ARTC informally submitted a revised version of its proposed access undertaking to the ACCC on 7 April 2011. ARTC submitted further revisions to its proposed access undertaking on 17 May 2011. During this time, ARTC also submitted two 'clock-stopper' requests for an extension to the period within which the ACCC must make a decision.
ARTC revised application
On 7 April 2011 ARTC informally submitted revised access undertaking documents that incorporated a number of recommendations that were made in the ACCC's position paper.
Additional supporting documents
In April and May, ARTC submitted additional documents in support of its revised undertaking application.
Extension of statutory decision making period
On 13 April 2011, the ACCC agreed, in accordance with section 44ZZBC(4) of the Competition and Consumer Act 2010, to ARTC's request to disregard the period from 13 April 2011 to 7 June 2011 (inclusive) for the purposed of working out the expected period within which the ACCC must make a decision on the proposed access undertaking.
