In July 2002 the ACCC granted two separate exemptions in response to an application from Telstra for exemption from its obligations to supply the local carriage service to its competitors in CBD areas of Melbourne, Sydney, Brisbane, Adelaide and Perth:
- an individual exemption that relates only to Telstra, to take effect on 17 July 2003 with several conditions regarding the provision of certain information to the ACCC for a period of two years following the date of effect
- a class exemption that applies to all carriers and carriage service providers other than Telstra, taking effect from the date of gazettal (31 July 2002) and not subject to any conditions.
