On 30 April 2008 the ACCC released the Draft Pricing Principles for the local carriage service and wholesale line rental for 2008–2009 and an accompanying report. Interested parties were invited to make submissions on the draft pricing principles and indicative prices by Wednesday 14 May 2008.

In accordance with the ACCC's timeframe for submissions, Telstra and the Competitive Carriers Coalition (CCC) lodged the following submissions.
On 19 May 2008 the ACCC received a late submission from Primus.
On 20 May 2008 the ACCC received a late submission from AAPT.
