Under the Telecommunications Act 1997, the Australian Communications and Media Authority (ACMA) is required to make a ‘numbering plan’ setting out rules of the allocation and use of numbers in Australia. If directed by the ACCC, the ACMA must also include rules about number portability.

The ACCC may also be required to arbitrate disputes between parties who are unable to agree on the terms and conditions upon which number portability is provided. The ACCC has outlined a number of pricing principles guidelines to refer to if required to arbitrate a number portability dispute.
