Benchmarking of ARTC's Hunter Valley rail network overhead costs

The ACCC sought submissions from stakeholders by 6 April 2023 on Arup's findings in its report benchmarking ARTC's overhead costs for the Hunter Valley rail network against similar businesses.

ARTC requested, and was granted, an extension to early June to provide a submission. ARTC's submission is available below.

The ACCC did not receive any other stakeholder submissions regarding Arup's benchmarking report, although we note that the Hunter Rail Access Taskforce (HRATF) provided comments on Arup's report in its submission to the ACCC's Hunter Valley rail network annual compliance assessment for 2021.
