The record-keeping rule provisions contained in the Australian Postal Corporation Act 1989 allow the ACCC to publish reports analysing the information that is provided under the record-keeping rules. Such reports may include information that Australia Post claims is commercial-in-confidence if the ACCC is satisfied:

  • that the claim is not justified, or
  • that it is in the public interest to publish the information.

Following consultation with Australia Post and other interested parties, the ACCC published principles for the public disclosure record-keeping rule information provided by Australia Post.

This paper presents the ACCC's preliminary views on principles for the public disclosure of record-keeping rule information received from Australia Post and seeks additional comment from Australia Post and other interested parties.
