Part 4A of the Australian Postal Corporation Act 1989 allows the ACCC to issue record keeping rules to Australia Post that relate to:

  • the ACCC’s functions in relation to prices surveillance and inquiries into disputes about terms and conditions of access to Australia Post’s bulk mail services
  • the financial relationship between parts of Australia Post’s business that relate to reserved services and parts that don't, and
  • the financial relationship between different parts of Australia Post’s business that relate to reserved services.

Record keeping rules were initially applied to Australia Post in 2005. These rules were revised on 1 July 2016 to reduce some of the reporting obligations on Australia Post.
